Abstract

This article aims to evaluate the effect of public upgrading policies on firms? innovation activities. The empirical study carried out on a sample of Algerian manufacturing firms reveals that firms that have participated in the upgrading program are more likely to engage in product innovation compared to those that have not applied the policy. Furthermore, the improvement of human resources skills, the use of ICT, and compliance with performance criteria largely explain the differences in firms? engagement in product innovation. The traditional factors of R&D expenditure and firm size do not seem to be significant predictors of innovation activity. JEL classification: O32, D22, C34.
