Abstract

Digital reforms all over the world have common characteristics and the same failures. The intoxication of technology and a ready-made solution is the same everywhere and leads to the same disillusionment. A strong plea is made here for a more rational approach, continuity of effort and the systematic use of medical cost/benefit analysis. Classification JEL : I11, I13, I15.
