Pauperization and Polarization of French Social Housing

Abstract

We describe some of the mechanisms underlying the occupation of social housing, in order to understand what has been called the pauperization of the French social housing sector over the last 20 years. We also suggest a filtering model that, jointly to full tenant protection and disconnection between income and rent, modifies the pauperization process and explains that the length of tenure of tenants is positively correlated to their income in hlm, and leads to polarization of the hlm population. We check the extent of the pauperization relying on the National French Housing surveys and show that the data are compatible with our filtering model.
