Abstract

The aid regime prevails in Mozambique ever since its independence in 1975. The dialectic between international demands and state power is analysed in the case of a bureaucratic enclave within the tourism ministry. This administrative unity is fund by the World Bank at the heart of the state. Policymaking in such a context can be compared to an accordion : leadership in decision-making may remain the prerogative of the state, but at the same time state liberty faces many constraints.
