Abstract

Infrastructures built on the Niger River since the mid twentieth century contributed to the creation of new economic activities in Mali. However, with the recent extent of the ?Office du Niger?, family farming seems to be marginalized. In addition, communities of the Inner Niger Delta (downstream), specially fishers and herders, can be strongly affected by environmental changes related to infrastructures. The study of these two emblematic areas shows the need to consider in a more comprehensive way the vulnerability of rural people at the time of designing policy options for the development of a large basin such as the Niger river.
