Abstract

Socio-anthropological surveys conducted between 2002 and 2004 during food aid targeting processes in Ethiopia enlighted the sociologic interpretation of Early Warning System as socio-political construction allowing mistargeting. A consensus is reached between team of experts, Ethiopian authorities and donors because of logics of arrangement about poor data and methods and shared trust on its appearance of rationality. Following an empirical know how, experts succeeded to finalize results by conducting successive bargainings with each administrative levels. Thorough Data are revised by an authoritative hierarchy in order to fit with the national humanitarian aid programs.
