Sécurité protectrice, assurance et développement : quelques enseignements de la théorie des droits et de l'histoire

Abstract

Private insurance is a good method to cope with the disasters in regard to the developing countries. But this insurance has to be combined with solidarity and public intervention in order to guarantee a real security. The paper presents this argument according to the theory of human rights and the lessons of the conflagrations that happened in Swiss cities at the turn of the 18th century.
