Abstract

This paper brings out the shift between identification and the part of the actors analysed by different scientific disciplines and the public policies implementation. During seventies and the beginning of eighties, there was an approach based on relevant actors, in a ruralist tradition of development economic particularly in France. Public policies were based on "all State". The period after, was at the opposite based on "all market" and analyses took again the notion of representative actor in the neo-classical tradition. Now, a lot of fine pluridisciplinaries analyses are identifying the logics and plays of actors. But, in parallel we can see a risk of privatisation of the public policies and an increasing roll given to the donors. The major question of how building a public policy and different methods of coordination between actors is still claims.
