« 20 % de plus, 20 % moins cher » . Le plan 3A de la Métropole de Lyon ou les ambiguïtés de l’accession abordable

Abstract

France has been experiencing a surge in housing prices for more than twenty years, resulting in an affordability crisis in some territories. This is particularly the case in the Lyon urban area, where housing prices have tripled since 2000. Given this situation, local governments try to develop affordable home ownership policies, such as Plan 3A (Accession A prix Abordable : Affordable Home Ownership Program) that the ?Greater Lyon? ran between 2013 and 2020. This policy helped 2.000 households purchase a home at 20 % below market value and obtain a housing benefit. This solvency-enhancing policy was fairly consensual but did not come without ambiguity : as a noncoercive measure, Plan 3A supported the housing market which enrolled first-time home buyers, but did not allow the ?Greater Lyon? to influence neither the market prices, nor the urban segregation patterns. Finally, Plan 3A questions the local governments? leeway on affordable housing.
