L'ouverture du marché du travail français aux ressortissants des nouveaux États membres de l'Union européenne

Abstract

In response to the European Union (EU) enlargement of 2004 and 2007, France, like most of the ?old? Member States, has only gradually opened its labor market to citizens of the New Member States (NMSs). France initially based its migration policy toward the NMSs on the labor market needs of its domestic economy. The labor-market opening was guided by a list of occupations in which France has experienced chronic workforce shortages. Initial assessments show that the opening has involved a limited increase in inward migration flows, mostly at intermediate skill levels. The flows may have intensified more recently after the total opening of the labor market to countries that joined the EU in 2004.
