Une étude de comptabilité générationnelle pour la France en 1996

Abstract

This paper presents an application to France, in 1996, of the "generational accounting method" developed by Auerbach, Kotlikoff and Gokhale. The essential features of this approach are first outlined. The paper then turns to the problems raised by implementation in the case of France and explores the robustness issue: the sensitivity of the results to the numerous assumptions. Generational accounting provides a useful framework for long-term analysis of fiscal policy, but its "generational imbalance" approach seems fairly unconvincing.
