Analýza obchodných praktík humanitárneho kompenzačného programu OSN „Ropa za potraviny“

Abstract

Najväčší humanitárny program OSN známy pod názvom „Ropa za potraviny“ poskytnutý Iraku v rokoch 1996 až 2003 významne pomohol zmierniť neutešenú situáciu obyvateľov v období vypuknutia vážnej politickej krízy s medzinárodným dosahom. Na druhej strane však treba vidieť, že nedostatočné riadenie, koordinácia a najmä kontrola tohto programu zúčastnenými partnermi dali príležitosť k prieniku nekalých obchodných praktík ako na strane zabezpečujúcej prostriedky, a to dodávok ropy a jej odberateľov, tak i na strane poskytovateľov humanitárnej pomoci a irackých príjemcov. Dôsledkom bolo nesprávne a nedostatočné využitie možností humanitárnej pomoci, ktorý tento program ponúkal pre iracký ľud.
