Medzinárodné aspekty environmentálnej migrácie

Abstract

Premiestňovanie a presídľovanie obyvateľstva na Zemi sa tiahne celou históriou ľudského rodu. V súčasnosti nastupuje fenomén migrácie z dôvodu neobývateľnosti pred tým vyhovujúcich území, v ktorých má proces degradácie na svedomí ľudská činnosť alebo čoraz extrémnejšie výkyvy počasia. Počet klimatických migrantov alebo environmentálnych utečencov v súčasnosti prevyšuje počet ostatných kategórií utečencov, avšak žiadny medzinárodne záväzný document nerieši tento typ migrantov. Medzinárodná komunita sa nachádza pred formuláciou nového klimatického režimu na ďalšie obdobia, v rámci agendy ktorého môžu majú zúčastnené krajiny možnosť stanoviť právne záväzný nástroj pre globálne uznanie nového typu utečencov. Ako ďalší možný koncept predstavujeme adaptačné opatrenia ako prostriedok znižovania klimatického rizika a zvyšovania prevencie, pripravenosti a rehabilitácie dotknutých populácií a ich životného prostredia.
