Abstract

The aim of the paper is above all to describe the process of acquiring a new legal form and a new international legal status of Montenegro in the context of fundamental processes within break –up of ex-Yugoslavia at the end of Milosevic's repressive regime. Moreover, it finally opened the way for Montenegro to restore its independence after decades of unsuccessful efforts for self-determination, dated since the Berlin Congress in 1878.
