Abstract

The paper looks at the changes of global problems from the position of the United Nations and tries to investigate what hinders more effective governance in addressing these problems. The methodology author uses is the qualitative analysis (case study) of the agreements and actions taken by the global community in solving global problems. According to the authors Hale, Held, and Young, four reasons for blocking cooperation can be identified in solving global problems: growing multipolarity, more serious problems, institutional inertia, and institutional fragmentation. Consequently, the author simulates the particular position of the United Nations in these blocking reasons.
