Zur Entwicklung des Finanzbinnenmarktes in Phase 3 der Europäischen Währungsunion

Abstract

Die Einführung des Euro kann die Integration der nationalen Märkte für Finanzdienstleistungen fördern, aber nicht allein hervorbringen. Erforderlich ist vielmehr die Schaffung entsprechender rechtlicher Rahmenbedingungen auf mindestens drei Ebenen: hinsichtlich der Freiheit des Zahlungs- und Kapitalverkehrs, hinsichtlich der Vereinfachung und Harmonisierung der Aufsichtsrechte für Banken und sonstige Finanzdienstleistungen und hinsichtlich der Entwicklung einheitlicher oder harmonisierter rechtlicher Spielregeln für Marktoperationen, vor allem für Wertpapierdienstleistungen. Es verbleiben Unterschiede der nationalen Rechte. Insgesamt darf mit verstärkten Integrationsprozessen gerechnet werden, ohne daß die nationalen Märkte gänzlich verschwinden
