Abstract

This article shows that despite the most severe economic slump in the postwar era the German labour market has been quite robust. Arrangements to reduce working hours are mainly responsible for this performance which is remarkable when compared with developments in other countries as well as in comparison to previous economic slumps. The main instruments used are working-time accounts and collectively agreed working-time corridors followed by publicly subsidised short-time work. Furthermore, numerous companies have held their work force out of concern of labour shortage in a future economic boom. The consequence has been a decline in labour productivity.
