Zur Zukunftsfähigkeit des deutschen Berufsbildungssystems

Abstract

Wegen der weiterhin hohen Attraktivität beruflicher Bildung expandierte die Hochschulausbildung in Deutschland im Unterschied zu anderen OECD-Ländern nur gering. Die offene Frage ist, ob der deutsche Sonderweg Bestand haben wird. Sinnvolle Aussagen auf diese Frage sind nur unter Berücksichtigung der Veränderungen in der Gesamtarchitektur des Bildungssystems und seiner Beziehungen zum Arbeitsmarkt möglich. In diesem Artikel werden die Schnittstellen der dualen Berufsausbildung zur Schule, zu konkurrierenden Parallelstrukturen der schulischen Ausbildung, zur Weiterbildung und zur Hochschulbildung untersucht. Es wird gezeigt, dass die Berufsausbildung modernisiert und zukunftsfähig geworden ist. Sie wird allerdings durch die Herausbildung einer neuen „Unterklasse“ im nicht reformierten Schulsystem sowie durch unzureichende Verknüpfung mit Weiter- und Hochschulausbildung gefährdet. Es werden Reformschritte aufgezeigt, die für die deutsche Wettbewerbsfähigkeit zentrale duale Berufsausbildung zu erhalten und zu verbessern.
