Abstract

Activities including ,,services” had a long development from the old tribes. A big difference in services came into being in the time of serfdom in the ancient Greece and Rome. The Dutch T. POPMA already in 17th century described 146 different names for the performances of these unfree workers in the rich Roman houses (BUCHER, K, - 1897). The services include biological, material, non-material needs connected with cultural experiences, knowledge etc. Paradigms, the principles of organization and management of services change together with the social, technical, technological, revolutionary changes etc. Old paradigma connected with the old principles, protected by the old laws, especially in the public services, complicates the life of the citizen.
