Percepción de riesgo, dolarización y política monetaria en Bolivia

Abstract

El documento presenta un modelo teórico que permite definir los conceptos de sustitución de monedas y dolarización. Considerando este marco teórico se analizan los determinantes de la dolarización en Bolivia durante los últimos años. Los principales resultados muestran que no obstante que los rendimientos reales y la variabilidad de las tasas de interés han favorecido a los activos financieros en moneda nacional y que el ritmo de depreciación y su variabilidad han disminuido, la dolarización se ha mantenido en niveles similares. Es posible que la elevada propensión a mantener activos denominados en dólares se deba a las expectativas de los agentes económicos que asignan una probabilidad positiva, aún cuando pequeña, a un cambio importante en los fundamentos de la economía, en este caso, a una depreciación muy grande del tipo de cambio. En la literatura económica este fenómeno es conocido como "peso problem". En este contexto, la alternativa más viable para revertir el proceso de dolarización parece ser la utilización de políticas que aseguren y promuevan el uso de la moneda nacional.
