Indicador de impulso fiscal para Bolivia

Abstract

El presente trabajo presenta el Indicador de Impulso Fiscal (IIF) trimestral construido para la economía boliviana, el cual se constituye en una herramienta para analizar la posición de la política fiscal en el periodo 1990-2016. La economía boliviana desde 2006 se ha caracterizado por tener un crecimiento económico estable y sostenido, impulsado principalmente por la demanda interna. No obstante, nuestra economía no está exenta de la presencia de shocks coyunturales (externos e internos) que afectan a precios y producto. Por esta razón, es importante contar con un indicador fiscal exento de la influencia del ciclo económico que permita identificar la orientación que se le otorga a las acciones de política fiscal. Específicamente, el cálculo del IIF para Bolivia se basa en la estimación del balance primario estructural, el cual se estimó ajustando los ingresos y gastos totales de cada rubro respecto del ratio entre el producto potencial y el observado.
