El rol conjunto de las políticas fiscal, monetaria y cambiaria en el crecimiento económico de Bolivia

Abstract

Una de las características del Modelo Económico Social Comunitario Productivo que Bolivia implementa desde el 2006, es la coordinación de las políticas monetaria, fiscal y cambiaria, orientadas a la promoción del crecimiento y la estabilidad macroeconómica. El presente trabajo presenta la primera evidencia empírica sobre el rol de estas políticas en el crecimiento económico de Bolivia. Se demuestra que las condiciones de estabilidad creadas por la política cambiaria y monetaria incidieron bastante en la efectividad de la política fiscal para impulsar el crecimiento económico y los mecanismos por los que la política fiscal incide en el mismo. Así, los niveles sostenidos de crecimiento económico pueden entenderse como el resultado de la acción coordinada de las políticas fiscal, monetaria y cambiaria en Bolivia. Para demostrar ello se implementan dos estrategias metodológicas sugeridas en la literatura: una función de política fiscal y un VAR estructural.
