Simulating Policy Impacts on the Evolution of Intellectual Property Securitisation Markets: An Agent‐Based Approach

Abstract

The development of intellectual property (IP) securitisation markets during early institutional formation is highly sensitive to government intervention, posing complex challenges for firm financing behaviour and market evolution. This study develops an agent‐based model to examine how different interest rate and cost subsidy strategies, including type, intensity and timing of withdrawal, influence firm and investor behaviour. By simulating adaptive interactions among heterogeneous agents, the model captures the complex relationships between policy instruments and market dynamics. Simulation results indicate that varying subsidy strategies can differentially influence firm participation and market development, revealing the potential impact of public interventions on market formation and stability. These findings illustrate the mechanisms through which different subsidy strategies shape firm and investor behaviour and influence early‐stage market formation in IP securitisation markets, providing insights that contribute to theory on policy‐driven market development.
