The impact of the Russian–Ukrainian conflict on Green Deal implementation in central–southeastern Member States of the European Union

Abstract

The purpose of this work is to highlight the views of epistemic communities, but also to support the political decision‐makers for the elaboration and implementation of the Green Deal in the central–southeastern part of the European Union. The investigated states were chosen from the last enlargement's waves. The analysis of this article illustrates the capacities of the Member States from the investigated region to implement the Green Deal and to adapt the involved policies to the new architecture's security from the Eastern neighborhood. The improvement of food and energy security, environmental protection, and the industrial production supply chain, but also social protection and international cooperation, are among the policy recommendations revealed by this study. El objetivo de esta investigación es poner de relieve los puntos de vista de las comunidades epistémicas, pero también apoyar a los responsables políticos en la elaboración y aplicación del Pacto Verde en el centro‐sureste de la Unión Europea. Los estados investigados se eligieron entre las tandas de la última ampliación. El análisis de este artículo ilustra las capacidades de los Estados miembros de la región investigada para implementar el Pacto Verde y adaptar las políticas relevantes a la seguridad de la nueva arquitectura del vecindario del este de la UE. La mejora de la seguridad alimentaria y energética, la protección del medio ambiente y la cadena de suministro de la producción industrial, así como la protección social y la cooperación internacional, figuran entre las recomendaciones sobre políticas que revela este estudio. 本稿の目的は、認識共同体(Epistemic Community)の様々な見解に注目し、さらに同時に欧州連合(EU)の中・南東部におけるグリーン・ディールの策定と実施のための政治的意思決定者を支援することである。検討対象とした国は、EUの第5次拡大時に加盟した国の中から選択した。本稿の分析から、本研究の対象地域の加盟国がグリーン・ディールを実施し、関連する政策を欧州東部の近隣地域から新しいアーキテクチュアを防衛するように適応させることが可能であることが示される。食料とエネルギーの安全保障、環境保護、工業生産のサプライチェーンの改善の他、社会保障と国際協力も、本研究によって明らかにされた政策提言のうちの一つである。
