Security policy and regional development: The impact of local border traffic on the economy of the Polish‐Russian border area

Abstract

Security policy has a direct impact on regional development, which especially concerns border areas of countries. It can be an instrument of economic development or can lead to regression. Greater mobility is beneficial to local communities. However, this is not always a priority for central authorities who tend to shape policies, including the security one, in a comprehensive manner, without taking into account the specificities of life in border areas. This policy may also undergo a pendulum‐like evolution, for example, from restrictions through openness to renewed restrictions. An example of this is the functioning of local border traffic on the Polish‐Russian border, which was implemented during the years 2012–2016 and contributed to the development of shopping tourism and economic stimulation of the areas on both sides of the border by increasing the purchase rate of goods and services. The suspension of local border traffic by Poland for an indefinite time was justified by security issues. Nevertheless, local communities pointed to the lack of legitimacy of this action and the economic losses, demanding the restoration of LBT on the Polish‐Russian border. La política de seguridad tiene una repercusión directa en el desarrollo regional, que afecta especialmente a las zonas fronterizas de los países. Puede ser un instrumento de desarrollo económico o puede conducir a una regresión. Una mayor movilidad es beneficiosa para las comunidades locales. Sin embargo, esto no siempre es una prioridad para las autoridades del gobierno central, que tienden a configurar las políticas, entre ellas la de seguridad, de manera integral, sin tener en cuenta las especificidades de la vida diaria en las zonas fronterizas. Esta política también puede experimentar una evolución pendular, pasando por ejemplo de restricciones a una fase de apertura y de nuevo a una de restricciones. Un ejemplo de ello es el funcionamiento del tráfico fronterizo local en la frontera polaco‐rusa, que se puso en práctica durante los años 2012‐2016 y contribuyó al desarrollo del turismo de compras y a la estimulación económica de las zonas a ambos lados de la frontera, mediante el aumento de la tasa de compra de bienes y servicios. La suspensión del tráfico fronterizo local por parte de Polonia por un tiempo indefinido se justificó por cuestiones de seguridad. No obstante, las comunidades locales señalaron la falta de legitimidad de esta medida y las pérdidas económicas que generó, exigiendo el restablecimiento del tráfico fronterizo local en la frontera polaco‐rusa. 安全保障政策は地域開発に直接的な影響を与えるが、国境地域では特に重要である。これは経済発展の手段になりえるが、景気後退にもつながる。流動性の向上は地域社会にとって有益である。しかし、これは、安全保障などの政策を包括的に策定する傾向のある中央当局が、国境地域における生活の特異性を考慮せずに優先する事項とは限らない。この政策はまた、例えば、更新された制限への開放性を通じて、制限からの振り子のような進化を経験する可能性がある。その一例が、ポーランドとロシアの国境線の地域の越境交通の機能であるが、これは2012~2016年に実施され、物品とサービスの購買率の向上により、ショッピング・ツーリズムの発展と国境の両側地域の経済活性化に貢献した。ポーランドによる越境交通の無期限停止は、安全保障上の問題によって正当化された。それにもかかわらず、地域社会は、この措置の正当性の欠如と経済損失を指摘し、ポーランドとロシア国境における国境線の地域の越境交通の再開を要求している。
