A spatial estimation of the impacts of sanitation on education

Abstract

In this paper we estimate the impact of sanitation conditions on the enrolment of students across Brazilian municipalities. We used data from the population and education censuses and from the National Information System on Sanitation (SNIS) for the years 2000 and 2010. The results of spatial models indicate that the effect of one percentage point increase in access to sanitation is associated with an increase of 0.041 percentage points in the school enrolment rate. The spatial model produces better results and has indicated larger impacts for the local effects than in the traditional non‐spatial models. Moreover, it detected significant spillover effects from one municipality to neighbouring municipalities. This calls for coordination of investment efforts among neighbouring municipalities to improve the efficacy of investments in sanitation. En este artículo se estima el impacto de las condiciones de saneamiento en la matriculación de estudiantes de municipios brasileños. Se utilizaron datos de los censos de población y educación y del Sistema Nacional de Información sobre Saneamiento (SNIS) para los años 2000 y 2010. Los resultados de los modelos espaciales indican que el efecto de un aumento de un punto porcentual en el acceso al saneamiento está asociado a un aumento de 0,041 puntos porcentuales en la tasa de escolarización. El modelo espacial ofrece mejores resultados y ha indicado mayores impactos para los efectos locales que en los modelos no espaciales tradicionales. Además, se detectaron importantes efectos de spillover de un municipio a los municipios vecinos. Esto llama a la coordinación de los esfuerzos de inversión entre los municipios vecinos para mejorar la eficacia de las inversiones en saneamiento. 本稿では、ブラジルの地方自治体全域における、学生の就学に対する公衆衛生の状態のインパクトを推計する。2000年~2010年のNational Information System on Sanitation (SNIS:公衆衛生に関する国家情報システム)の人口と学歴に関するデータを使用した。空間モデル分析の結果から、良好な衛生状態の利用可能性の1パーセントポイントの増加の効果が、進学率の0.041パーセントポイントの増加に関連することが示された。空間モデルから、従来の非空間モデルよりも良い結果が得られ、地域の効果のインパクトはもっと大きいことが指摘された。さらに、ある自治体から近隣の自治体への有意なスピルオーバー効果も検出された。これは、公衆衛生への投資の有効性を改善するために、近隣の自治体における投資努力を同等にすることが強く求められることを示すものである。
