Territorial obstinacy

Abstract

The last decade witnessed a global economic crisis with unbalancing effects in national and regional economies. Despite the importance of territorial capabilities to face adversity, the “territory” seems to be fading away from public policy. That was clear with the implementation of austerity measures that stimulated centralization of financial resources but also with the relevance given to innovation as the main purpose of development, particularly in European Union with the smart specialization rationale. The current issue of Regional Science – Policy and Practice is devoted to a selection of papers presented at the International Conference on Local Development (Faro, Portugal, 2017). This conference was part of the 4th Edition of the Award on Territorial Development, a distinction that intends to call attention on the opportunities of endogenous and bottom‐up initiatives for territorial development. En la última década hemos sido testigos de una crisis económica mundial con efectos desestabilizadores para las economías nacionales y regionales. A pesar de la importancia de las capacidades territoriales para enfrentarse a la adversidad, el “territorio” parece estar desvaneciéndose de las políticas públicas. Esto lo dejó claro la implementación de medidas de austeridad que estimularon la centralización de los recursos financieros, pero también la relevancia que se le dio a la innovación como el propósito principal del desarrollo, particularmente en la Unión Europea bajo la premisa de la especialización inteligente. Este número de Regional Science – Policy and Practice está dedicado a una selección de artículos presentados en la Conferencia Internacional sobre Desarrollo Local de 2017 en Faro (Portugal). Esta conferencia se enmarcó dentro de la IV Edición del Premio al Desarrollo Territorial, una distinción que pretende llamar la atención sobre las oportunidades de iniciativas endógenas y de abajo hacia arriba para el desarrollo territorial. 過去10年間では、世界的な経済危機が発生し、国と地域の経済に不均衡な影響が生じた。逆境に立ち向かうためのテリトリーの能力が重要であるにもかかわらず、「テリトリー」は公共政策から徐々に消えていっているようである。これは、緊縮政策の実施によって財源の集中化が促進されたことからも明らかであったが、特にスマートスペシャリゼーションを政策の根拠とした欧州連合において、開発の主目的としてイノベーションが重要視されたことからも明らかであった。本誌、Regional Science Policy and Practiceの最新号では、International Conference on Local Development (国際地方開発会議:ポルトガル、ファロ、2017年)で発表された論文のみを掲載している。この会議は、第4回Award on Territorial Development (テリトリー開発賞)の一環として行われ、テリトリー開発のための内生的及びボトムアップ的イニシアティブの機会への注意喚起を目的としている。
