On the trail of local welfare innovations in rural Finland

Abstract

In Finland, the rural areas have been most affected by the developments threatening the survival of the welfare state as well as by conflicting efforts to save it. However, there are rural communities that have—as a response to the mainstream policy emphasizing economic efficiency and individual responsibility—developed innovative solutions to secure their welfare. Based on a case study focusing on two of such communities, these local welfare innovations are a result from a combination of external causes and local resources including the sense of community and a diverse enough community structure. The authors argue that in the context of welfare policy, the promotion of local welfare innovation calls for a comprehensive approach, which considers the broader viability dimension of the communities and works towards it in tight collaboration with various actors from different policy fields and societal sectors. En Finlandia, las zonas rurales han sido las más afectadas por los cambios que amenazan la supervivencia del Estado del bienestar, así como por los esfuerzos contradictorios para salvarlo. Sin embargo, hay comunidades rurales que, como respuesta a la política convencional que hace hincapié en la eficiencia económica y la responsabilidad individual, desarrollaron soluciones innovadoras para asegurar su bienestar. Sobre la base de un estudio de caso centrado en dos de estas comunidades, estas innovaciones del bienestar local son el resultado de una combinación de causas externas y recursos locales, incluido el sentido de comunidad y una estructura comunitaria lo suficientemente diversa. Se sostiene que, en el contexto de la política del bienestar, la promoción de la innovación local en materia de bienestar exige un enfoque integral que tenga en cuenta la dimensión más amplia de la viabilidad de las comunidades y trabaje en pro de ella en estrecha colaboración con diversos agentes de diferentes ámbitos políticos y sectores de la sociedad. フィンランドでは、福祉国家の存続を脅かす動きと、福祉国家を守ろうとする活動の両方から、農村地域が大きな影響を受けてきた。しかし、経済効率と個人の責任を重視する主流派の政策に対して、福祉を守るためのイノベーティブな解決策を作り出した農村コミュニティが存在する。そうしたコミュニティの2つに注目したケーススタディによると、地域福祉のイノベーションは、共同体意識や多様性の豊かなコミュニティの構造などを含む地域のリソースと、外的要因が組み合わさった結果である。福祉政策のコンテキストにおいては、地域福祉のイノベーションを促進するには、他の政策分野および社会セクターの様々なアクターと緊密に連携して、コミュニティと仕事のより広い経済的実現性 (viability)の次元を考慮に入れた包括的なアプローチをとることが必要であることを論じる。
