Towards the operationalization of a spatial economic theory for airport‐centric developments

One focal point of the transportation‐land use nexus is the spatial economic analysis of economic activity that is located on airports and surrounds. However, the existing literature has at least in part a number of limitations, which call for improvements on the analysis of spatial economic forces that drive airport‐centric developments. It is therefore argued that considerations are necessary not only on the formulation of a theoretical framework analyzing the driving forces of airport‐centric developments, but importantly on the operationalization of the framework developed. The aim of this paper is thus to advance ways that the spatial economic theoretical framework for airport‐centric developments can be operationalized for planning purposes. The paper proposes two interrelated ways that the framework could be useful. On the one hand, the following elements need to be considered thoroughly in the investigations of airport‐centric developments: the nature and extent of the economic space; the propulsive economic characteristics; distance and proximity that airport‐centric firms utilize; and patterns of linkages, agglomeration and clustering of airport‐centric firms. On the other, the framework can be used to inform planning initiatives at four levels, namely airport environs and the broader metropolitan area; functional region; the broader country; and locations across international borders. Un punto focal del nexo entre el transporte y el uso de la tierra es el análisis económico espacial de la actividad económica que tiene lugar en los aeropuertos y sus alrededores. Sin embargo, la literatura existente muestra, al menos en parte, una serie de limitaciones que exigen mejoras en el análisis de las fuerzas económicas espaciales que impulsan la construcción desarrollos de centros aeroportuarios. Por lo tanto, se sostiene que es necesario tener en cuenta no sólo la formulación de un marco teórico que analice las fuerzas motrices de los desarrollos de centros aeroportuarios, sino también de la operacionalización del marco desarrollado. El objetivo de este artículo es, por lo tanto avanzar en las formas en que se puede operacionalizar el marco teórico económico espacial de los desarrollos de centros aeroportuarios con fines de planificación. El artículo propone dos formas interrelacionadas en que el marco podría ser útil. Por una parte, se deben considerar a fondo los siguientes elementos en las investigaciones de desarrollos de centros aeroportuarios: la naturaleza y la extensión del espacio económico; las características económicas propulsoras; la distancia y la proximidad que emplean las empresas de centros aeroportuarios; y las pautas de nexos, aglomeración y agrupación de las empresas de centros aeroportuarios. Por otro lado, el marco se puede utilizar para informar las iniciativas de planificación a cuatro niveles: el entorno del aeropuerto y el área metropolitana en general, la región funcional, el país en particular y las ubicaciones respecto a las fronteras internacionales. 交通輸送と土地利用のネクサスにおいて注目すべきことのひとつとして、空港とその周辺部の経済活動の空間経済分析がある。しかしながら、既存の公表文献の少なくともその一部には多くの限界があり、空港を中心とした発展を推進させる空間経済力の分析のためにも改善が必要なことである。すなわち、空港を中心とした発展の推進力を分析する理論的フレームワークの公式だけでなく、作り出されたフレームワークの利用を可能にすることについて検討することも重要であるといえる。本稿の目的は、空港を中心とした発展のための空間経済理論的フレームワークを、計画上の目的のために利用できるようにする方法を進化させることである。ここでは、フレームワークを有用にする相関性のある二つの方法を提示する。一つは、空港を中心とした発展の検討には、経済空間の性質と程度、推進力のある経済的特性、空港周辺に立地する企業が利用できる距離と近接度、空港周辺に立地する企業の連関と集積とクラスタリングのパターン、以上の因子を徹底的に考慮することが必要である。もう一つは、空港周辺と広大な大都市圏域、機能的地域、広大な農村部、国境周辺の地域、以上の4つのレベルで計画イニシアチブを知らせるのにフレームワークを使用できる。
