FEDERAL REGIONAL DEVELOPMENT POLICIES IN CANADA: Employment Impact in Quebec and the Atlantic Provinces

Abstract

Three separate econometric methods based on a shift†share model of employment change are used to assess the effect of federal Department of Regional Economic Expansion (DREE) policies in creating manufacturing employment in the province of Quebec and the Atlantic provinces of Canada. Results cast doubt on some optimistic claims regarding the impact of DREE policies.
