Abstract
China's poverty alleviation campaign is significant. Over the past four decades, the number of people in China living below the international extreme‐poverty line fell by close to 800 million, accounting for nearly three‐quarters of the global reduction in extreme poverty. This study applies the Multiple Streams Framework (MSF) to explain how Organization C, a government‐organized NGO (GONGO), successfully promoted a poverty alleviation model (“Britevilla”) as part of China's anti‐poverty campaign. The case of Britevilla shows that policy change was successful because three conditions converged: the problem was framed as severe and politically salient, the proposal aligned with central priorities, and sufficient local capacity existed to translate the model into practice. Two policy windows were especially important: post‐disaster reconstruction after major earthquakes and the institutionalization of Targeted Poverty Alleviation after 2013. Organization C acted as a policy entrepreneur by coupling the streams, refining the model through pilots and experts, and presenting Britevilla as a politically trusted and operationally ready solution for local governments under performance pressure. The article argues that implementation showed that Britevilla became adoptable and scalable. En las últimas cuatro décadas, el número de personas en China que viven por debajo del umbral internacional de pobreza extrema se redujo en cerca de 800 millones, lo que representa casi tres cuartas partes de la reducción global de la pobreza extrema. Este estudio aplica el Marco de Flujos Múltiples (MSF) para explicar cómo la Organización C, una ONG organizada por el gobierno (GONGO), promovió con éxito un modelo de reducción de la pobreza (“Britevilla”) como parte de la campaña china contra la pobreza. El caso de Britevilla demuestra que el cambio de política fue exitoso porque convergieron tres condiciones: el problema se planteó como grave y políticamente relevante, la propuesta se alineó con las prioridades centrales y existía suficiente capacidad local para llevar el modelo a la práctica. Dos periodos clave para la formulación de políticas fueron especialmente importantes: la reconstrucción posterior a grandes terremotos y la institucionalización de la Reducción Dirigida de la Pobreza tras 2013. La Organización C actuó como promotora de políticas, integrando los diferentes enfoques, perfeccionando el modelo mediante proyectos piloto y la participación de expertos, y presentando Britevilla como una solución políticamente confiable y operativamente viable para gobiernos locales sometidos a presión por el rendimiento. El artículo sostiene que la implementación demostró que Britevilla se volvió adaptable y escalable. En términos más generales, el caso muestra cómo las ONG gubernamentales pueden impulsar la innovación en un sistema político autoritario y sugiere que los gobiernos locales bajo una fuerte dirección central pueden adoptar modelos probados en el terreno por actores intermediarios de confianza.
