Covering All the Bases: Domain Expansion and Typologies of Subnational Electric Vehicle Policies in the United States

Abstract

Electric vehicles (EVs) are a key strategy for reducing transportation greenhouse gas emissions. State and local EV policies in the United States often extend beyond the transportation sector, impacting other policy subsystems and creating complex policy structures. This study combines descriptive and summative measures with text analysis to track the composition and evolution of subnational EV policy actions over nearly three decades, spanning a range of policy domains. First, we categorize these actions using labels from an existing policy typology framework. Next, we expand the framework to contextualize the emergent policy domains within subnational EV actions. Our findings demonstrate that state and local EV policies have transcended typical policy domains, now encompassing a broader range of policy areas and design considerations. This research contributes to the policy studies literature by expanding our understanding of how subnational actions might span multiple domains, especially in the context of complex problems. We also contribute to the scholarship on transportation, technology, and environmental policy by highlighting the subnational EV policies' increasingly complex and interconnected nature. Las políticas estatales y locales sobre VE en Estados Unidos suelen trascender el sector del transporte, impactando otros subsistemas de políticas y creando estructuras políticas complejas. Este estudio combina medidas descriptivas y sumativas con análisis de texto para rastrear la composición y evolución de las acciones políticas subnacionales sobre VE a lo largo de casi tres décadas, abarcando diversos ámbitos de política. En primer lugar, categorizamos estas acciones utilizando etiquetas de un marco de tipología de políticas existente. A continuación, ampliamos el marco para contextualizar los ámbitos de política emergentes dentro de las acciones subnacionales sobre VE. Nuestros hallazgos demuestran que las políticas estatales y locales sobre VE han trascendido los ámbitos de política típicos, abarcando ahora una gama más amplia de áreas de política y consideraciones de diseño. Esta investigación contribuye a la literatura sobre estudios de políticas al ampliar nuestra comprensión de cómo las acciones subnacionales pueden abarcar múltiples ámbitos, especialmente en el contexto de problemas complejos. También contribuimos a la investigación sobre políticas de transporte, tecnología y medio ambiente al destacar la naturaleza cada vez más compleja e interconectada de las políticas subnacionales sobre VE. Al analizar la interacción entre los dominios de políticas y las tipologías, este estudio ofrece información valiosa para los responsables de políticas que buscan diseñar estrategias más efectivas y holísticas para las políticas de sostenibilidad.
