Abstract
Public appointments shape the top‐level bureaucracy by serving as a gateway for professionals with different profiles, chosen based on different criteria. In general, the literature has been more interested in analyzing appointments based on merit or sponsorship, based on verification of loyalty to the government or technical competence. However, appointments can also serve as an opportunity to expand the representation of stakeholders or form groups of programmatic actors, depending on the values and objectives of those appointed. Thus, the study of the profile and trajectory of public leaders is a relevant field in research on public appointments but is still little explored. This paper contributes to research in this field by seeking to explain how public appointments shape the profile of the top‐level public bureaucracy, based on the analysis of the appointments of directors of the largest independent Brazilian agency. Using the literature on representative bureaucracy and the Programmatic Action Framework, the results show that biography is important in defining whether those appointed will pursue a cause or a political program, indicating that looking at the trajectory of those who will be appointed may be more important than their political, party, or interest group affiliation. 公共任命塑造了高层官僚体系,它为基于不同标准、背景各异的专业人士提供了晋升通道。总体而言,文献更侧重于分析基于绩效或赞助、基于对政府忠诚度或技术能力的验证的任命。然而,任命也可以成为扩大利益攸关方代表性或组建计划行动者群体的机会,这取决于被任命者的价值观和目标。因此,公共领导人的背景和发展轨迹研究是公共任命研究的一个相关领域,但目前仍鲜有研究。本文基于对巴西最大独立机构负责人任命的分析,试图解释公共任命如何塑造高层公共官僚体系的背景,从而为该领域研究作贡献。运用代议制官僚体制和计划行动框架的相关文献,研究结果表明,个人经历对于确定被任命者是否会追求一项事业或政治计划至关重要,这表明,关注被任命者的职业轨迹可能比关注他们的政治、党派或利益集团归属更为重要。 Los nombramientos públicos moldean la burocracia de alto nivel al servir como puerta de entrada para profesionales con diferentes perfiles, elegidos con base en distintos criterios. En general, la literatura se ha interesado más en analizar nombramientos basados en mérito o patrocinio, con base en la verificación de lealtad al gobierno o competencia técnica. Sin embargo, los nombramientos también pueden servir como una oportunidad para ampliar la representación de las partes interesadas o formar grupos de actores programáticos, dependiendo de los valores y objetivos de los nombrados. Por lo tanto, el estudio del perfil y la trayectoria de los líderes públicos es un campo relevante en la investigación sobre nombramientos públicos, pero aún poco explorado. Este artículo contribuye a la investigación en este campo al buscar explicar cómo los nombramientos públicos moldean el perfil de la burocracia pública de alto nivel, con base en el análisis de los nombramientos de directores de la mayor agencia independiente brasileña. Utilizando la literatura sobre burocracia representativa y el Marco de Acción Programática, los resultados muestran que la biografía es importante para definir si los designados perseguirán una causa o un programa político, lo que indica que mirar la trayectoria de quienes serán designados puede ser más importante que su afiliación política a un partido o a un grupo de interés.
