Abstract
Limited research attention has been devoted to understanding whether policy meaninglessness is related to professional turnover intention among street‐level bureaucrats, especially in China. Drawing from theory and research related to policy alienation, social identification, and public service motivation, this study investigates whether school teachers' perception of meaninglessness related to China's “Double Reduction” policy triggers emotional exhaustion and undermines professional identity, thereby indirectly relates to professional turnover intention. Furthermore, the possible exacerbating role of public service motivation during this process is also examined. Analysis of survey data from 446 teachers revealed that policy meaninglessness was positively related to professional turnover intention through emotional exhaustion and professional identity. Moreover, this relationship was more pronounced among teachers with higher levels of public service motivation. These findings underscore the nuanced influence mechanism of policy meaninglessness, as well as how individual characteristics such as public service motivation might condition street‐level bureaucrats' reactions to policy alienation. A partir de la teoría y la investigación sobre la alienación política, la identificación social y la motivación para el servicio público, este estudio investiga si la percepción de falta de sentido por parte del profesorado en relación con la política de “Doble Reducción” de China desencadena agotamiento emocional y debilita la identidad profesional, relacionándose así indirectamente con la intención de abandonar el puesto. Además, se examina el posible papel agravante de la motivación para el servicio público durante este proceso. El análisis de datos de una encuesta a 446 docentes reveló que la falta de sentido de las políticas se relacionaba positivamente con la intención de abandonar el puesto a través del agotamiento emocional y la identidad profesional. Además, esta relación era más pronunciada entre los docentes con mayores niveles de motivación para el servicio público. Estos hallazgos subrayan el mecanismo de influencia matizado de la falta de sentido de las políticas, así como cómo características individuales, como la motivación para el servicio público, podrían condicionar las reacciones de los burócratas de base ante la alienación política. Se discuten las implicaciones teóricas y prácticas.
