The Path Is Cleared, but the Journey Is Long: Challenges of Climate Change Policy and Management in Jordan

Abstract

Climate change issues pose significant policy and management challenges in developing countries. This study examines the salient policy and governance challenges confronting Jordan in its climate change response. Through comprehensive qualitative analysis on the basis of semi‐structured interviews with high‐level government officials, international development agents, and academic researchers, it explicates the multilayered institutional and systemic barriers impeding effective climate governance. Key obstacles include institutional fragmentation and siloed organizational structures, deficits in institutional memory and capacity, and inadequate inter‐agency coordination. Financial constraints stem from limited fiscal resources and persistent difficulties in mobilizing international climate finance, thereby constraining policy efficacy. Additionally, the research highlights bureaucratic inertia and communication breakdowns that undermine stakeholder engagement and operational synergy. The findings underscore the urgency for a strategic, multi‐scalar governance framework that integrates policy coherence with operational capacity, fostering resilience and adaptive capacity within Jordan's institutional landscape amid complex global climate dynamics. 气候变化问题给发展中国家带来了重大的政策和管理挑战。本研究考察了约旦在应对气候变化方面面临的主要政策挑战和治理挑战。通过对约旦高级政府官员、国际发展机构人员和学术研究人员进行半结构式访谈,并开展全面的定性分析,本研究阐明了一系列阻碍有效气候治理的多层次制度和系统性障碍。主要障碍包括制度碎片化和组织结构孤立、制度记忆和能力不足以及机构间协调不力。财政资源有限和“持续的难以调动国际气候融资”是制约政策效力的主要因素。此外,研究还强调了官僚主义惰性和传播障碍,这些因素削弱了利益攸关方的参与和行动协同作用。研究结果强调,迫切需要建立一个战略性的、多尺度的治理框架,将政策一致性与行动能力相结合,在复杂的全球气候动态下,增强约旦制度框架内的复原力和适应能力。 Los problemas del cambio climático plantean importantes desafíos en materia de políticas y gestión en los países en desarrollo. Este estudio examina los principales desafíos en materia de políticas y gobernanza que enfrenta Jordania en su respuesta al cambio climático. Mediante un exhaustivo análisis cualitativo basado en entrevistas semiestructuradas con altos funcionarios gubernamentales, agentes de desarrollo internacional e investigadores académicos, se explican las múltiples barreras institucionales y sistémicas que impiden una gobernanza climática eficaz. Entre los principales obstáculos se incluyen la fragmentación institucional y las estructuras organizativas aisladas, las deficiencias en la memoria y la capacidad institucional, y la inadecuada coordinación interinstitucional. Las limitaciones financieras se derivan de la escasez de recursos fiscales y las persistentes dificultades para movilizar la financiación climática internacional, lo que limita la eficacia de las políticas. Además, la investigación destaca la inercia burocrática y las fallas de comunicación que socavan la participación de las partes interesadas y la sinergia operativa. Los hallazgos subrayan la urgencia de un marco de gobernanza estratégico y multiescalar que integre la coherencia de las políticas con la capacidad operativa, fomentando la resiliencia y la capacidad de adaptación dentro del panorama institucional de Jordania en un contexto de complejas dinámicas climáticas globales.
