Abstract
Intergovernmental learning is widely regarded as a valuable strategy for governments to cope with changes in the external environment, but the existing literature still lacks robust evidence on its effectiveness. To fill this gap, I utilize the economic policy uncertainty (EPU) index as a proxy for governments' effectiveness and local leaders' policy tourism as a proxy for intergovernmental learning to explore the effect of intergovernmental learning on governments' effectiveness. The results reveal that policy tourism significantly reduces policy uncertainty, confirming that intergovernmental learning enhances governments' effectiveness. Moreover, learning from jurisdictions with less homophily yields a greater reduction in policy uncertainty compared to learning from jurisdictions with more homophily. Finally, the impact of intergovernmental learning on policy uncertainty diminishes with the tenure of local leaders. Given the importance of governments' effectiveness in evaluating government policy and behavior, this study offers a novel insight into how local government can improve effectiveness through learning activities. 政府间学习被广泛认为是政府应对外部环境变化的重要策略,但现有文献仍缺乏关于其有效性的有力证据。为弥补这一空白,本文以经济政策不确定性(EPU)指数作为政府效能的指标,以地方领导人的政策旅游作为政府间学习的指标,探讨政府间学习对政府效能的影响。研究结果表明,政策旅游显著降低了政策不确定性,证实了政府间学习能够提升政府效能。此外,与从同质性较高的地区学习相比,从同质性较低的地区学习能够更有效地降低政策不确定性。最后,政府间学习对政策不确定性的影响随着地方领导人任期的延长而减弱。鉴于政府效能对于评估政府政策和行为的重要性,本研究为“地方政府如何通过学习活动提升效能”一事提供了新的视角。 El aprendizaje intergubernamental se considera ampliamente una estrategia valiosa para que los gobiernos afronten los cambios en el entorno externo, pero la literatura existente aún carece de evidencia sólida sobre su eficacia. Para subsanar esta deficiencia, utilizo el índice de incertidumbre de la política económica (EPU) como indicador de la eficacia de los gobiernos y el turismo de políticas de los líderes locales como indicador del aprendizaje intergubernamental, con el fin de explorar su efecto en la eficacia de los gobiernos. Los resultados revelan que el turismo de políticas reduce significativamente la incertidumbre política, lo que confirma que el aprendizaje intergubernamental mejora la eficacia de los gobiernos. Además, el aprendizaje de jurisdicciones con menor homofilia produce una mayor reducción de la incertidumbre política en comparación con el aprendizaje de jurisdicciones con mayor homofilia. Finalmente, el impacto del aprendizaje intergubernamental en la incertidumbre política disminuye con la permanencia de los líderes locales en el cargo. Dada la importancia de la eficacia de los gobiernos a la hora de evaluar las políticas y el comportamiento gubernamentales, este estudio ofrece una perspectiva novedosa sobre cómo los gobiernos locales pueden mejorar su eficacia mediante actividades de aprendizaje.
