Abstract
Despite the extensive development of policy diffusion literature, its Western‐oriented foundations constrain broader applicability, and empirical investigations on how multiple mechanisms interact in non‐Western contexts remain limited. This study addressed these gaps by examining the configurational paths driving successful environmental pilot policy diffusion in China. Within an integrated theoretical framework, it explores six key mechanisms—typification, coercion, learning, competition, imitation, and social construction. Using fuzzy‐set qualitative comparative analysis (fsQCA) on 30 cases, the research identifies five configurations that drive successful diffusion: “mandatory force,” “comprehensive pressure,” “selective support,” “facilitated promotion,” and “central‐local interaction.” The results highlight the clarity of policy goals as a fundamental factor in distinguishing coercion from typification and reveal a functional connection between imitation and social construction. These findings refine diffusion theory and enhance its relevance for understanding China's top‐down policy system. 尽管政策扩散研究文献已得到广泛发展,但其西方导向的基础限制了其更广泛的适用性,而关于多种机制如何在非西方情境中相互作用的实证研究仍然有限。本研究旨在探讨推动中国环境试点政策成功扩散的配置路径,以填补这些空白。在一个综合的理论框架下,本研究探讨了六种关键机制—典型化、强制、学习、竞争、模仿和社会建构。本研究采用模糊集定性比较分析(fsQCA),对30个案例进行分析,确定了五种推动成功扩散的配置:“强制性力量”、“综合性施压”、“选择性支持”、“便利化推广”和“中央与地方互动”。研究结果强调,政策目标的清晰度是区分强制与典型化的一个根本因素,并揭示了模仿与社会建构之间的功能联系。这些发现完善了扩散理论,并增强了其与“理解中国自上而下的政策体系”一事的相关性。 A pesar del amplio desarrollo de la literatura sobre difusión de políticas, sus fundamentos occidentales limitan su aplicabilidad más amplia, y las investigaciones empíricas sobre la interacción de múltiples mecanismos en contextos no occidentales siguen siendo limitadas. Este estudio aborda estas deficiencias examinando las vías configuracionales que impulsan el éxito de la difusión de políticas ambientales piloto en China. Dentro de un marco teórico integrado, explora seis mecanismos clave: tipificación, coerción, aprendizaje, competencia, imitación y construcción social. Mediante el análisis comparativo cualitativo de conjuntos difusos (fsQCA) en 30 casos, la investigación identifica cinco configuraciones que impulsan el éxito de la difusión: “fuerza obligatoria”, “presión integral”, “apoyo selectivo”, “promoción facilitada” e “interacción centro‐local”. Los resultados destacan la claridad de los objetivos de las políticas como factor fundamental para distinguir la coerción de la tipificación, y revelan una conexión funcional entre la imitación y la construcción social. Estos hallazgos refinan la teoría de la difusión y refuerzan su relevancia para comprender el sistema de políticas descendente de China.
