A Configurational Approach for Local‐Government Policy Reinvention: A Study on Chinese PPP Policy

Abstract

Policy reinvention is a crucial issue in policy innovation, yet it has garnered little attention from scholars, particularly in the context of China. Focusing on public–private partnership (PPP) policies, this study adopts both qualitative comparative analysis (QCA) and necessary condition analysis (NCA) to examine policy reinvention across 36 cities in China. An analytical framework that encompasses government capacity, intergovernmental relations (both vertical and horizontal), and policy attributes is developed to investigate the conditions for policy reinvention. The results identify four equifinal configurations that lead to high‐quality reinvention, with per capita GDP, marketization index, policy attention, and financial support as core conditions. Theoretically, the study enriches the literature on policy reinvention by emphasizing China's hierarchical governance and local adaptability. Practically, it reveals diverse PPP reinvention configurations, offering insights for policymakers to enhance policy adaptation and implementation. 政策再发明是政策创新中的一个关键议题,但其在学术界(尤其是在中国情境下)却鲜有研究。本研究聚焦于政府和社会资本合作(PPP)政策,采用定性比较分析(QCA)和必要条件分析(NCA)相结合的方法,分析了中国36个城市的政策再发明情况。本研究构建了一个涵盖政府能力、政府间关系(纵向和横向)以及政策属性的分析框架,以探究政策再发明的条件。研究结果确定了四种可实现高质量再发明的等效配置,其中人均GDP、市场化指数、政策注意力和财政支持是核心条件。从理论上讲,本研究通过强调中国的层级治理和地方适应性,进而丰富了政策再发明文献。从实践角度来看,本研究揭示了多种PPP再发明配置,为政策制定者提供洞见,帮助提升政策的适应性和实施。 La reinvención de políticas es un tema crucial en la innovación política, sin embargo, ha recibido poca atención por parte de los académicos, particularmente en el contexto de China. Centrándose en las políticas de Asociación Público‐Privada (APP), este estudio adopta tanto el Análisis Comparativo Cualitativo (ACC) como el Análisis de Condiciones Necesarias (ACN) para examinar la reinvención de políticas en 36 ciudades de China. Se desarrolla un marco analítico que abarca la capacidad gubernamental, las relaciones intergubernamentales (tanto verticales como horizontales) y los atributos de las políticas para investigar las condiciones para la reinvención de políticas. Los resultados identifican cuatro configuraciones equifinales que conducen a una reinvención de alta calidad, con el PIB per cápita, el índice de mercantilización, la atención política y el apoyo financiero como condiciones centrales. Teóricamente, el estudio enriquece la literatura sobre la reinvención de políticas al enfatizar la gobernanza jerárquica de China y la adaptabilidad local. En la práctica, revela diversas configuraciones de reinvención de APP, ofreciendo perspectivas para que los responsables políticos mejoren la adaptación e implementación de políticas.
