Abstract
In the current age of time, characterized by mounting global crises, including natural disasters, pandemics, political disruptions, wars, conflicts, and terrorism, the role of crisis management within public administration has become increasingly vital. This paper addresses a significant gap in the literature by conducting a systematic review of research on the intersection of crisis management and public administration. The first contribution of this study is to provide a comprehensive overview of how crisis management has been examined from various perspectives. Through thematic analysis, we explored the methodological and contextual characteristics of the studies published at the intersection of crisis management and public administration. We explored key themes such as collaborative frameworks, media, public administration, crisis management, and the intersection of COVID‐19 with public administration and crisis management. The second contribution is the development of a research agenda that calls for a holistic, multidimensional approach to exploring crisis management within the context of public administration. The proposed research agenda identifies areas that require further investigation to advance the field. By synthesizing key developments, this article offers a comprehensive understanding of past developments and suggests strategies for researchers and practitioners to develop more adaptive crisis management frameworks capable of addressing complex, global challenges. 近年来,随着自然灾害、流行病、政治动荡、战争冲突与恐怖主义等全球性危机的持续加剧,危机管理在公共行政体系中的核心价值日益凸显。本文通过系统性文献梳理,整合了危机管理与公共行政交叉领域的研究成果,填补了该领域理论建构与实践回应上的研究空白。本研究的核心贡献在于:第一,本文聚焦协作治理框架、媒体角色、公共行政实践、危机管理机制以及COVID‐19疫情与公共行政及危机管理的交互作用等核心主题,通过系统解构不同理论视角下的研究进展,揭示了该领域现有文献的方法论特征与情境特征。第二,本研究提出了一个具有前瞻性的研究框架,倡导在公共行政语境下,采用系统性多维视角探索危机管理。本文不仅全方位梳理了公共行政中危机管理的既有研究脉络,更为研究者和实践者理解和开发更具适应性的危机管理框架提供了策略建议,为应对日益复杂的全球性挑战提供了新的视角。 En la era actual, caracterizada por crecientes crisis globales, incluyendo desastres naturales, pandemias, disrupciones políticas, guerras, conflictos y terrorismo, el rol de la gestión de crisis dentro de la administración pública se ha vuelto cada vez más vital. Este artículo aborda una brecha en la literatura al realizar una revisión sistemática de la investigación sobre la intersección de la gestión de crisis y la administración pública. La primera contribución de este estudio es proporcionar una visión general completa de cómo la gestión de crisis ha sido examinada desde diversas perspectivas en la administración pública. A través del análisis temático, exploramos las características metodológicas y contextuales de los estudios publicados en la intersección de la gestión de crisis y la administración pública. Exploramos temas clave como marcos colaborativos, medios de comunicación, administración pública, gestión de crisis y la unión de COVID‐19 con la administración pública y la gestión de crisis. La segunda contribución es el desarrollo de una agenda de investigación que requiere un enfoque holístico y multidimensional para explorar la gestión de crisis dentro del contexto de la administración pública. La agenda de investigación propuesta identifica áreas que requieren mayor investigación para avanzar en el campo. Al sintetizar los avances clave, este artículo ofrece una comprensión integral de los avances pasados y sugiere estrategias para que investigadores y profesionales desarrollen marcos de gestión de crisis más adaptativos capaces de abordar desafíos globales complejos.
