Coalitions and Characters: Tracing the Maturity of Sweden's Preventing and Countering Violent Extremism Policies

Abstract

We trace the shift from a nascent to a mature policy subsystem by examining a hitherto overlooked aspect in policy process scholarship: the relationship between advocacy coalition beliefs and the narratives they express over time. The empirical focus of this case study is Sweden's Preventing and Countering Violent Extremism (P/CVE) policies between 2013 and 2022. We utilize aspects of the Advocacy Coalition Framework and the Narrative Policy Framework to examine narrative polarization, coalition density, and agreement in character expression. The findings show two coalitions based on policy core beliefs across three distinct time periods that coincide with the policy subsystem shifting from a nascent to a mature level of development. Furthermore, in the Swedish P/CVE context, the evolution to a mature subsystem coincided with the hardening of coalitions that became more polarized in their narratives with greater division in their character expressions. El enfoque empírico de este estudio de caso son las políticas suecas de prevención y lucha contra el extremismo violento (P/CVE) entre 2013 y 2022. Utilizamos aspectos del Marco de Coaliciones de Incidencia Política (ACF) y el Marco de Políticas Narrativas (NPF) para examinar la polarización narrativa, la densidad de coaliciones y el acuerdo en la expresión de caracteres. Los hallazgos muestran dos coaliciones basadas en creencias centrales de políticas a lo largo de tres períodos de tiempo distintos que coinciden con la transición del subsistema de políticas de un nivel de desarrollo incipiente a uno maduro. Además, en el contexto sueco de P/CVE, la evolución a un subsistema maduro coincidió con el fortalecimiento de las coaliciones que se polarizaron más en sus narrativas y mostraron una mayor división en sus expresiones de caracteres. Concluimos con un llamado a la atención teórica sobre el desarrollo del subsistema.
