Multiple Streams Framework and Performance Agreement Policy Adoption in Ghana

Abstract

Research on the multiple streams framework (MSF) has expanded rapidly over the past four decades, yet few studies directly explore public management issues. Focusing on performance agreement policy, we address this gap by answering the research question: To what extent can the MSF explain the adoption of performance agreement policy in Ghana's Civil Service? The data were obtained from thirty‐six (36) senior and mid‐level civil servants in summer 2018 and fall 2022. A semi‐structured protocol was employed to collect the data, using purposive and snowball sampling. Atlas.ti and the constant comparison technique were used to analyze the data via theory‐testing process tracing. The findings support the MSF's theoretical postulations, but with some nuances. For instance, rather than statistical indicators, subjective evaluations of poor performance in the civil service functioned as indicators in the problem stream. Additionally, international actors engaged actively in discussions leading to the adoption of the performance agreement policy, while also providing financial resources. The lessons from these findings and their contributions to MSF research are discussed. La investigación sobre el Marco de Múltiples Corrientes (MMC) se ha expandido rápidamente en las últimas tres décadas; sin embargo, pocos estudios exploran directamente los problemas de la gestión pública. Centrándonos en la política de acuerdos de desempeño, abordamos esta brecha respondiendo a la pregunta de investigación: ¿En qué medida el MMC puede esclarecer la adopción de la política de acuerdos de desempeño en la Administración Pública de Ghana? Los datos se obtuvieron de treinta y seis (36) funcionarios públicos de nivel superior e intermedio entre el verano de 2018 y el otoño de 2022. Se empleó un protocolo semiestructurado para la recolección de datos, utilizando muestreo intencional y de bola de nieve. Se utilizó Atlas.ti y la técnica de comparación constante para analizar los datos mediante el seguimiento del proceso de comprobación de teorías. Los hallazgos son consistentes con los postulados teóricos del MMC. Por ejemplo, en lugar de indicadores estadísticos, las evaluaciones subjetivas del bajo rendimiento en la Administración Pública funcionaron como indicadores en la corriente problemática. Además, actores internacionales participaron activamente en las discusiones que condujeron a la adopción de la política de acuerdos de desempeño, al tiempo que proporcionaron recursos financieros. Se discuten las lecciones aprendidas de estos hallazgos y sus contribuciones a la investigación del MMC. 过去三十年,多源流框架(MSF)的研究发展迅速,但鲜有研究直接探讨公共管理问题。本文聚焦于绩效协议政策,旨在填补该研究空白,并回答以下研究问题:多源流框架在多大程度上能解释加纳公务员系统采纳绩效协议政策的情况?数据来源于2018年夏季至2022年秋季期间对36名高级和中级公务员的调查。数据收集采用半结构化访谈方案,并结合目的抽样和滚雪球抽样。数据分析采用Atlas.ti软件和持续比较法,并运用理论检验过程追踪法。研究结果与多源流框架的理论假设相符。例如,在问题流中,公务员绩效不佳的主观评价而非统计指标发挥了作用。此外,国际机构积极参与了促成绩效协议政策采纳的讨论,并提供了财政资源。本文探讨了这些发现带来的启示及其对无国界医生组织研究的贡献。
