Public perception of Ghana's Free Senior High School policy: A north–south comparative analysis

Abstract

Ghana's Free Senior High School (SHS) policy, implemented in 2017, aims to increase access to secondary education, promote equity, enhance educational outcomes, and foster human capital development. This study examines public perception of the Free SHS policy, focusing on the variations between the northern and southern regions of Ghana and the factors influencing these perceptions. Employing a tripartite research objective, this study addresses gaps in the current literature by using a nationally representative sample, comparing the views of Ghanaians in the northern and southern regions, and augmenting existing knowledge about public attitudes toward educational policy. This study draws upon relative deprivation and cultural cognitive theories to understand how public attitudes are shaped by subjective interpretations of circumstances and cultural worldviews. The predictors of public attitudes toward educational policy, such as partisanship, gender, age, education, employment, ethnicity, religion, and access to news, were explored. The findings reveal that partisanship does not influence public opinion about the effectiveness of the policy in helping poor access to education. However, negative policy outcomes, such as increased unemployment and inadequate resource provision, influence public opinion. The study also finds that occupation and region play a role in shaping public opinion about policy. Este estudio examina la percepción pública de esta política, centrándose en las variaciones entre las regiones norte y sur de Ghana y los factores que influyen en dichas percepciones. Con un objetivo de investigación tripartito, este estudio aborda las lagunas en la literatura actual mediante el uso de una muestra representativa a nivel nacional, la comparación de las opiniones de los ghaneses de las regiones norte y sur y el fortalecimiento del conocimiento existente sobre las actitudes públicas hacia la política educativa. Este estudio se basa en teorías de privación relativa y cognitivas culturales para comprender cómo las actitudes públicas se ven moldeadas por las interpretaciones subjetivas de las circunstancias y las cosmovisiones culturales. Se exploraron los predictores de las actitudes públicas hacia la política educativa, como el partidismo, el género, la edad, la educación, el empleo, la etnia, la religión y el acceso a las noticias. Los hallazgos revelan que el partidismo no influye en la opinión pública sobre la eficacia de la política para facilitar el acceso a la educación de las personas con bajos recursos. Sin embargo, los resultados negativos de las políticas, como el aumento del desempleo y la insuficiencia de recursos, influyen en la opinión pública. El estudio también concluye que la ocupación y la región influyen en la formación de la opinión pública sobre las políticas. Los hallazgos tienen importantes implicaciones teóricas y políticas para Ghana, y podrían orientar las iniciativas para mejorar el acceso y la calidad de la educación, el bienestar ciudadano y el desarrollo general.
