On a branching route: The spectrum of path dependence in policy research

Abstract

This article describes the evolution of discussions around the concept of path dependence, which has established itself as an explanatory framework in various academic disciplines, including policy research. It outlines the diversity of conceptual ideas, presents efforts at specification that have expanded the range of possible interpretations of path dependence through different approaches, and illustrates the application of the concept in social and environmental policy. In these two policy areas, the concept is relevant to academic discourse in different ways, suggesting that the meaning of concepts is influenced by their respective contexts of discussion. The article shows that the lack of consensus on a single interpretation, which has contributed to the concept's inherent ambiguity, has not hindered its continued use. Today, there are numerous plausible reference points for engaging with the concept of path dependence in policy research. 本文描述了路径依赖概念讨论的演变,此概念已成为政策研究等不同学科的一项解释性框架。本文概述了概念思想的多样性,介绍了通过不同方法扩大路径依赖的可能解释范围的一系列努力,并说明了路径依赖概念在社会和环境政策中的应用。在这两个政策领域,路径依赖概念以不同的方式与学术话语相关,这表明概念的含义受到其各自讨论背景的影响。本文表明,对单一解释缺乏共识,促进了该概念固有的模糊性,但这并没有妨碍概念的继续使用。目前,政策研究中路径依赖的概念有许多合理的参考点。 Este artículo describe la evolución de los debates en torno al concepto de dependencia de la trayectoria, que se ha consolidado como marco explicativo en diversas disciplinas académicas, incluida la investigación de políticas. Destaca la diversidad de ideas conceptuales, presenta esfuerzos de especificación que han ampliado el rango de posibles interpretaciones de la dependencia de la trayectoria a través de diferentes enfoques e ilustra la aplicación del concepto en la política social y ambiental. En estas dos áreas de políticas, el concepto es relevante para el discurso académico de diferentes maneras, lo que sugiere que el significado de los conceptos está influenciado por sus respectivos contextos de discusión. El artículo muestra que la falta de consenso sobre una única interpretación, que ha contribuido a la ambigüedad inherente del concepto, no ha impedido su uso continuo. Hoy en día, existen numerosos puntos de referencia plausibles para abordar el concepto de dependencia de la trayectoria en la investigación de políticas.
