Abstract
The advocacy coalition framework (ACF) has provided a sound theoretical lens to better understand dynamic and complex policy issues for over three decades. Yet, its application in non‐Western contexts remains scant. This article focuses on two critical variables of the ACF—advocacy coalitions and policy core beliefs—to analyze the patterns of interaction that occurred between anti‐corruption policy actors in the passage leading to the development of one of Botswana's most recent anti‐corruption laws—the Declaration of Assets and Liabilities Act (DALA). The study relied on secondary data (policy statements and positions [n = 368]) retrieved from various sources such as parliamentary transcripts (Hansard) and mainstream media (n = 149). The results of the discourse network analysis revealed several types of coalitions that emerged in the DALA policy sub‐system. In addition to highlighting the significance of collaborative efforts and the exchange of ideas between different policy actors, the study contributes to the ACF literature by unpacking the role of advocacy coalitions in an understudied and underrepresented context. 三十多年来,倡导联盟框架(ACF)为更好地理解动态且复杂的政策问题提供了可靠的理论视角。然而,该框架在非西方情境下的应用仍然很少。本文聚焦于ACF的两个关键变量——倡导联盟和政策核心信念——以分析反腐政策行动者在制定博茨瓦纳最新反腐法之一——《资产负债申报法》(DALA)的过程中发生的互动模式。本研究使用了从议会记录(Hansard)和主流媒体(n=149)等不同来源检索到的次级数据(政策声明和立场[n=368])。话语网络分析的结果揭示了DALA政策子系统中出现的几种联盟类型。除了强调“不同政策行动者之间的协作努力和思想交流”的重要性之外,本研究还通过揭示倡导联盟在研究不足和代表性不足的情境下的作用,进而为ACF文献作贡献。 El Marco de Coalición de Defensa (ACF, por sus siglas en inglés) ha proporcionado una sólida perspectiva teórica para comprender mejor cuestiones políticas dinámicas y complejas durante más de tres décadas. Sin embargo, su aplicación en contextos no occidentales sigue siendo escasa. Este artículo se centra en dos variables críticas del ACF—las coaliciones de defensa y las creencias políticas fundamentales—para analizar los patrones de interacción que se produjeron entre los actores de las políticas anticorrupción en el pasaje que condujo al desarrollo de una de las leyes anticorrupción más recientes de Botsuana: la Ley de Declaración de Activos y Pasivos (DALA, por sus siglas en inglés). El estudio se basó en datos secundarios (declaraciones y posiciones políticas [n = 368]) recuperados de varias fuentes, como transcripciones parlamentarias (Hansard) y medios de comunicación tradicionales (n = 149). Los resultados del análisis de la red del discurso revelaron varios tipos de coaliciones que surgieron en el subsistema de políticas DALA. Además de destacar la importancia de los esfuerzos de colaboración y el intercambio de ideas entre diferentes actores de políticas, el estudio contribuye a la literatura del ACF al desentrañar el papel de las coaliciones de defensa en un contexto poco estudiado y subrepresentado.
