Abstract
Populist radical right parties are on the rise all over Europe. Recent literature investigates their effects on environmental policy, however, often applying an overly broad perspective on the policy area and neglecting causal mechanisms. This article addresses both gaps in an in‐depth case study of partisan effects on Swedish environmental policy in the wake of increasing populist radical right influence. A novel data approach deriving party positions and policy output from the hard figures of budget proposals between 2001 and 2023, allows a nuanced analysis of environmental policy and its subsectors (e.g., nature conservation and climate mitigation). In summary, a traditional partisan effect is confirmed as a major explaining factor for environmental policy change, while the effect unfolds through altered coalition formation strategies leading to the exclusion of “green voices.” This brings to the fore interactive environmental policy effects of the populist radical right and center‐right parties in the context of changing party competition constellations more generally. 民粹主义极右翼政党正在欧洲各地崛起。近期文献研究了这些政党对环境政策的影响,但往往在政策领域应用了过于广泛的视角,而忽视了因果机制。通过一项深度案例研究,本文填补了这两个研究空白,案例研究聚焦于在民粹主义极右翼影响力不断增强的情况下,党派对瑞典环境政策的影响。一种新颖的数据方法从2001年至2023年预算提案的硬数据中得出政党立场和政策输出,这允许对环境政策及其子部门(例如自然保护和气候缓解)进行细微的分析。总之,传统的党派效应被证实是环境政策变革的主要解释因素之一,而这种效应通过不断改变的联盟形成策略而展开,导致“绿色声音”被排除在外。在更广泛的政党竞争格局变化的情境下,这强调了民粹主义极右翼和中右翼政党的交互式环境政策效应。 Los partidos populistas de derecha radical están en auge en toda Europa. La literatura reciente investiga sus efectos en la política ambiental, sin embargo, a menudo aplicando una perspectiva demasiado amplia sobre el área de política y descuidando los mecanismos causales. Este artículo aborda ambas lagunas en un estudio de caso en profundidad de los efectos partidistas en la política ambiental sueca a raíz de la creciente influencia de la derecha radical populista. Un enfoque de datos novedoso que deriva las posiciones partidarias y los resultados de las políticas a partir de las cifras duras de las propuestas presupuestarias entre 2001 y 2023, permite un análisis matizado de la política ambiental y sus subsectores (por ejemplo, conservación de la naturaleza y mitigación del cambio climático). En resumen, se confirma que un efecto partidista tradicional es un factor explicativo importante para el cambio de la política ambiental, mientras que el efecto se desarrolla a través de estrategias de formación de coaliciones alteradas que conducen a la exclusión de las “voces verdes”. Esto pone de relieve los efectos interactivos de la política ambiental de los partidos populistas de derecha radical y de centroderecha en el contexto de cambios en las constelaciones de competencia partidaria en términos más generales.
