The interface between research funding and environmental policies in an emergent economy using neural topic modeling: Proposals for a research agenda

Abstract

Researchers have been calling for further analysis of the relationships between academia and policy making. Since several studies are conducted with resources from public funding agencies, it is essential to assess whether governments have been supporting research that can contribute to future environmental policies and whether research has been supporting the elaboration of public policies. To fill these gaps, the objective of this study was to evaluate the similarities and gaps between research and environmental policies. A bibliometric analysis of studies funded by Chilean agencies and text analytics techniques were employed to analyze research and environmental policies. We used BERTopic, a topic modeling technique that generates coherent topic representations. Then, topics obtained from the two sets of documents (research and policies) were compared. This study found that sustainability, life‐cycle assessment, climate change, and ecosystem services are central research themes in the country. The topic modeling analysis showed that research has been concentrated on the areas of “Sustainable Fisheries and Aquaculture Management” and “Sustainable Bioenergy Production and Chemical Processes.” The topics most frequently present in the environmental policies were “Environmental Education for Children: Awareness and Care,” “Bird Conservation and Habitat Importance in Chile,” and “National Biodiversity Conservation and Sustainable Use Strategy.” The greatest gaps are observed in the clusters of “Sustainable Bioenergy Production and Chemical Processes” and “Copper Mining and Mineral Processing Techniques” (prevalent in research) and in “Anatomy and Physiology of Aquatic and Terrestrial Organisms” and “Biogeography and Taxonomy of Southern Hemisphere Insects” (prevalent in policy). 研究人员一直呼吁进一步分析学术界与政策制定之间的关系。鉴于多项研究都是利用公共资助机构的资源进行的,因此必须评估政府是否一直在支持“有助于未来环境政策”的研究,以及研究是否一直在支持公共政策的制定。为填补这些研究空白,本研究旨在评价研究与环境政策之间的相似点和差距。对由智利机构资助的研究进行了文献计量分析,并采用文本分析技术来分析研究和环境政策。我们使用了BERTopic,这是一种生成连贯主题表征的主题建模技术。然后,比较了从两组文档(研究和政策)中获得的主题。本研究发现,可持续性、生命‐周期评估、气候变化和生态系统服务是该国的核心研究主题。主题建模分析表明,研究集中在“可持续渔业和水产养殖管理”、“可持续生物能源生产和化学过程”等领域。环境政策中出现频率最高的主题是“儿童环境教育:意识和关怀”、“智利鸟类保护和栖息地的重要性”、以及“国家生物多样性保护和可持续利用战略”。差距最大的组别为“可持续生物能源生产和化学过程”和“铜矿开采和矿物加工技术”(研究中普遍存在),以及“水生和陆生生物的解剖学和生理学”和“南半球昆虫的生物地理学和分类学”(政策中普遍存在)。 Los investigadores han estado pidiendo un mayor análisis de las relaciones entre la academia y la formulación de políticas. Dado que varios estudios se realizan con recursos de agencias de financiación pública, es esencial evaluar si los gobiernos han estado apoyando la investigación que puede contribuir a futuras políticas ambientales y si la investigación ha estado apoyando la elaboración de políticas públicas. Para llenar estos vacíos, el objetivo de este estudio fue evaluar las similitudes y brechas entre la investigación y las políticas ambientales. Se empleó un análisis bibliométrico de estudios financiados por agencias chilenas y técnicas de análisis de texto para analizar la investigación y las políticas ambientales. Utilizamos BERTopic, una técnica de modelado de temas que genera representaciones coherentes de temas. Luego, se compararon los temas obtenidos de los dos conjuntos de documentos (investigación y políticas). Este estudio encontró que la sostenibilidad, la evaluación del ciclo de vida, el cambio climático y los servicios ecosistémicos son temas centrales de investigación en el país. El análisis de modelado de temas mostró que la investigación se ha concentrado en las áreas de “Gestión sustentable de la pesca y la acuicultura”, “Producción sustentable de bioenergía y procesos químicos”. Los temas más frecuentemente presentes en las políticas ambientales fueron “Educación ambiental para niños: Conciencia y cuidado”, “Conservación de aves e importancia del hábitat en Chile” y “Estrategia nacional de conservación y uso sustentable de la biodiversidad”. Las mayores brechas se observan en los clústeres de “Producción de bioenergía sustentable y procesos químicos” y “Técnicas de minería y procesamiento de minerales de cobre” (prevalentes en investigación) y en “Anatomía y fisiología de organismos acuáticos y terrestres” y “Biogeografía y taxonomía de insectos del hemisferio sur” (prevalentes en política).
