Abstract
This study examines how an innovative mix of policy instruments can drive sustainable public food procurement (SPFP) in public institutions. Using the Dordogne Department in France as a case study, it explores the role of governance, capacity‐building, stakeholder collaboration, digitalization, and cost management in transforming school food provision. Based on participant observation and interviews, the research highlights how these instruments interact to overcome common barriers and create a resilient, effective procurement system. The findings offer practical insights for policymakers aiming to enhance the sustainability and impact of public food procurement. 本研究分析了创新的政策工具组合如何能推动公共机构的可持续公共食品采购(SPFP)。以法国多尔多涅省为例, 探讨了治理、能力建设、利益攸关方合作、数字化和成本管理在学校食品供应转型中的作用。基于参与者观察和访谈, 本研究强调了这些工具如何相互作用, 以克服常见的障碍并创建一个具有复原力的高效采购系统。研究结果为那些旨在提升公共食品采购可持续性和影响力的政策制定者提供了实用见解。 Este estudio examina cómo una combinación innovadora de instrumentos de política puede impulsar la compra pública sostenible de alimentos (PAAS) en instituciones públicas. Tomando como caso práctico el departamento de Dordoña (Francia), explora el papel de la gobernanza, el desarrollo de capacidades, la colaboración entre las partes interesadas, la digitalización y la gestión de costes en la transformación del suministro de alimentos escolares. Basándose en la observación de los participantes y en entrevistas, la investigación destaca cómo estos instrumentos interactúan para superar obstáculos comunes y crear un sistema de compras resiliente y eficaz. Los hallazgos ofrecen perspectivas prácticas para los responsables políticos que buscan mejorar la sostenibilidad y el impacto de la compra pública de alimentos.
