Abstract
A robust approach to examining the nature and influence of coalitions in the policy process is the Advocacy Coalition Framework (ACF), which is especially useful to study policy issues fraught with scientific and technical controversy. Yet, important gaps exist in ACF literature regarding nascent policy subsystems. Consequently, there is scant knowledge about early coalition development and subsystem dynamics. One valuable way to address this shortcoming is via the study of discourse coalitions, or groups of actors who are linked through shared public positions on policy debates. An interesting case in which to study these dynamics is developing around an emerging food production technique called cellular agriculture that has gained attention as a promising alternative to animal‐derived meat production, potentially requiring significantly fewer resources. There are several challenges that must be overcome to realize the potential of cellular agriculture, and doing so will require designing policies that consider diverse actors with varied interests. The objectives of this study are as follows: (1) to gain initial insight into the characteristics of discourse coalitions in nascent policy subsystems; (2) to enhance the formalized procedure for measuring discourse coalitions developed by Muller (2015), who provided standardized criteria for performing qualitative analysis of such groups; and (3) to demonstrate the value of studying discourse coalitions in nascent policy subsystems as they are understood within ACF scholarship. Existen varios desafíos que deben superarse para aprovechar el potencial de la agricultura celular, lo que requerirá el diseño de políticas que consideren a diversos actores con intereses variados, a veces contrapuestos. El Marco de Coaliciones de Defensa (ACF) proporciona una sólida base teórica para comprender a estos actores y cómo se autoorganizan en coaliciones competitivas basadas en convicciones políticas clave. Sin embargo, existen importantes lagunas en la literatura sobre ACF con respecto a los subsistemas de políticas emergentes. En consecuencia, existe escaso conocimiento sobre el desarrollo inicial de las coaliciones y la dinámica de los subsistemas. Una forma valiosa de abordar esta deficiencia es mediante el estudio de las coaliciones discursivas, o grupos de actores vinculados por posiciones públicas compartidas en los debates políticos, lo que puede brindar información útil sobre qué grupos de actores podrían convertirse en coaliciones de defensa y cómo los grupos informales de actores pueden influir en el proceso político incluso en ausencia de coordinación directa. Adaptamos un procedimiento para medir las coaliciones discursivas (Muller, 2015). En primer lugar, recopilamos artículos periodísticos sobre agricultura celular publicados entre 2008 y 2023. A continuación, utilizamos el Analizador de Redes de Discurso (DNA) para examinar las coaliciones discursivas que se forman en torno a temas relevantes. Nuestros hallazgos revelan tres características clave de las coaliciones discursivas en este subsistema que podrían justificar una mayor investigación en otros subsistemas emergentes. También analizamos la importancia de aprovechar el concepto de coaliciones discursivas en la investigación de la ACF para el estudio de las coaliciones en las primeras etapas del desarrollo de subsistemas de políticas.
