Reputation management in turmoil—An analysis of the clashing narratives in the introduction of a “salmon tax” in Norway

Abstract

This study deals with reputation management, addressing collective issues, strategic communication by the government, and the dynamics between this communication and counter‐symbols from societal stakeholders. Empirically, it examines the political debates in Norway in recent years regarding the conflict over establishing a “ground rent” tax on extra profit earned through use of natural resources belonging to the community, related to salmon farming. The overall research question is how major concepts from reputation theory can explain the process and outcome of the decision‐making process. A main finding is that reputation varies across reputational dimensions and actors, and between government and audiences. Another is that it is necessary to examine reputation in relation to the field, the actors, and the task environment it concerns. Este estudio aborda la gestión de la reputación, abordando cuestiones colectivas, la comunicación estratégica por parte del gobierno y la dinámica entre esta comunicación y los contrasímbolos de las partes interesadas de la sociedad. Examina empíricamente los debates políticos en Noruega en los últimos años sobre el conflicto sobre el establecimiento de un impuesto de “renta de la tierra” sobre las ganancias adicionales obtenidas mediante el uso de recursos naturales pertenecientes a la comunidad, relacionados con el cultivo de salmón. La pregunta general de investigación es cómo los principales conceptos de la teoría de la reputación pueden explicar el proceso y el resultado del proceso de toma de decisiones. Un hallazgo principal es que la reputación varía según las dimensiones y los actores reputacionales, y entre el gobierno y las audiencias. Otra es que es necesario examinar la reputación en relación con el campo, los actores y el entorno de tareas al que se refiere. El estudio también muestra que la gestión de la reputación está informada por las políticas de reputación, lo que revela el desafío de equilibrar la formulación de políticas basadas en evidencia y ser receptivo a los aportes de las partes interesadas basadas en opiniones, y que las amenazas a la reputación y la comunicación estratégica están interrelacionadas.
