Abstract
While research on policy diffusion has gained significant interest among scholars worldwide, little attention has been given to policy reinvention in diffusion. This study aims to investigate the influencing factors and combination paths of policy reinvention in the Municipal Solid Waste Classification Policy (MSWCP). To achieve this, a theoretical framework encompassing internal factors, intergovernmental relations, and external influence has been constructed. Empirical analysis has been conducted on the MSWCP of 31 large‐ and medium‐sized cities in China using Qualitative Comparative Analysis. Through this analysis, several combination paths that prompted local governments to reinvent policies have been identified. Furthermore, the study has clarified the various roles of six conditions—financial resources, government attention, policy experience, peer competition, organizational learning, and social demand—in achieving policy reinvention. These findings are expected to provide new theoretical and practical insights into the field of policy reinvention research. 尽管政策扩散研究引起了广泛关注,但很少有研究聚焦于政策扩散中的政策再发明(policy reinvention)。本研究旨在探究城市生活垃圾分类政策(MSWCP)中政策再发明的影响因素和组合路径。为此,本研究建构了一个包含内部因素、政府间关系与外部影响的理论框架。采用定性比较分析法,对中国31个大中城市的生活垃圾分类政策进行了实证分析。该分析识别了促成地方政府进行政策再发明的几种组合路径。此外,本研究还阐明了6个条件在实现政策再发明中的不同作用,这6个条件分别为:财政资源、政府注意力、政策经验、同辈竞争、组织学习、以及社会需求。这些研究发现有望为政策再发明研究领域提供新的理论及实践见解。 Si bien la investigación sobre la difusión de políticas ha ganado un interés significativo entre los académicos de todo el mundo, se ha prestado poca atención a la reinvención de políticas en la difusión. Este estudio tiene como objetivo investigar los factores que influyen y las rutas combinadas de reinvención de políticas en la Política de Clasificación de Residuos Sólidos Municipales (MSWCP). Para lograrlo, se ha construido un marco teórico que abarca los factores internos, las relaciones intergubernamentales y la influencia externa. Se ha llevado a cabo un análisis empírico del MSWCP de 31 ciudades grandes y medianas de China mediante el análisis comparativo cualitativo. A través de este análisis, se han identificado varios caminos combinados que impulsaron a los gobiernos locales a reinventar políticas. Además, el estudio ha aclarado los diversos roles de seis condiciones (recursos financieros, atención del gobierno, experiencia en políticas, competencia entre pares, aprendizaje organizacional y demanda social) para lograr la reinvención de políticas. Se espera que estos hallazgos proporcionen nuevos conocimientos teóricos y prácticos en el campo de la investigación sobre la reinvención de políticas.
